Additionally, productions can now qualify payments to out-of-state below-the-line crew members (either through salary or loan-outs). These payments are only eligible for the 7.5% nonresident incentive, and that incentive is not eligible for any of the available rebate percentage uplifts. Out-of-state loan-outs must register with the Oklahoma Secretary of State’s Office in order for their payments to qualify for the rebate program.
